The agreement through entitling states to Colorado River water means Colorado residents are limited in what they can do with rainfall that the rules say is destined for Arizona. But a new Colorado law is changing that for a select few residents allowed to have catchment systems. Cronkite News reporter Alex Lancial has the story.
