Cost to clean up leaking underground gas tanks shifts to taxpayers

Gas station owners are supposed to have insurance to cover cleanup if their storage tanks leak, but more than 30 percent were not insured last year. So if a tank fails, the costs are often pushed to the state, which spent almost $45 million on cleanup over three years. Investigative reporter Alex Lancial has the story.
