The decline in house prices in Phoenix is prompting first-time buyers and investors to take advantage of the savings. Since the start of the downturn, Valley home prices had declined 55 percent as of 2011. Buyers hope home values will rise as the economy recovers. Cronkite News reporter Cameron Polom reports.
