Bill proposed to protect animals from convicted animal abusers

A proposed bill requires animal abusers to register on a public database. Much like a sexual offender site, this database would act as a warning system to protect Arizona animals. However, the bill wouldn't require animal organizations to check the database before adopting nor would it prevent abusers from owning another animal.
